Legislative Update Governor’s Final Action
Gov. Reynolds completed her action to sign or veto legislation from the 2026 Session yesterday, June 2, 2026. The UEN Bill Tracker is available on our website and lists the bills enacted by the Legislature this Session and sent to the Governor for her action. The tracker includes the date of Gov. Reynolds’ action, as well as a link to the bill and any veto messages that apply.
Stay tuned for our 2026 Session Legislative Digest, which will provide bill summaries, information on local board policies or procedures required, implementation timelines and deadlines, and more. Look for the DE’s 2026 Legislative Letter to the Field in the future as well. We will notify school leaders when additional information or guidance is available.

Governor Reynolds Veto Messages:
SF 2299 Concurrent Enrollment Repayment for Failure or Drop: Gov. Reynolds stated her concerns that this policy would discourage participation and shared data about lower-income students most likely to drop or fail community college courses. You can read the Governor’s entire veto message here.
SF 2320 Concurrent Enrollment Modality In-Person: Gov. Reynolds stated her concerns that this bill creates a one-size-fits-all statewide requirement without addressing broader concerns related to course quality, cost and student access. You can read the Governor’s entire veto message here.
HF 2783 Education Appropriations: Gov. Reynolds vetoes Div. II Sect. 2 (33) regarding School District Electronic Mail Security and $500,000 appropriation. She shared her concerns that this line item “is a provision, along with its associated funding that constitutes a clear and unmistakable earmark — drafted, designed, and lobbied for by a specific information technology and cybersecurity firm. The provision allocates one-time state funding to incentivize school districts to subscribe to ongoing cybersecurity services. What it does not disclose is the financial commitment that follows: once a district subscribes, it assumes recurring annual costs that will substantially and persistently exceed the limited one-time appropriation contained in this section. In effect, this earmark uses a modest sum of taxpayer dollars as an inducement to lock Iowa school districts into long-term vendor relationships — shifting the true cost of this arrangement onto local budgets for years to come, with no guarantee of continued state support to offset it.” You can read the Governor’s veto message here.

Connecting with Legislators During the Interim:
Legislators often step away from their legislative email addresses during the interim. The best way to find out how to contact them during the interim is to send them a thank you note for their work this Session and ask them to let you know if they prefer text message, personal or work email, phone call, or their legislative email address to you to reach out to them when they are not in Session. If you do not get a response, double-check the Secretary of State’s Candidates List below, which likely includes a campaign email and phone number (for all representatives and half of senators up for election in November).

Secretary of State’s List of Primary Candidates:
Iowa Secretary of State, Paul Pate, has posted unofficial results of the Primary Election here.
You can still access the final list of candidates who were on the ballot for the June 2 Primary Election. Contact information is included. Save the contact information regarding the Primary winner’s email and home addresses and phone numbers, so you can contact state officials at their home address or phone. Party conventions may still nominate candidates to run if there are no primary winners for a legislative district, so the list of general election candidates will eventually grow. See the Primary Candidate list on the SOS website, which includes contact information here. The parties will likely nominate candidates for several districts that did not include a primary candidate for their party.
Reach out to all General Election candidates, regardless of party, and encourage support for public education, including adequate funding and local flexibility to best meet student needs.
